Heidi Rathmann, Partner
Heidi, a certified Housing Development Finance Professional, joined Ponterre Group in 2005 and brings extensive experience working with governmental, non-profit, and for-profit entities. A diverse clientele background has honed Ms. Rathmann’s ability to clearly and efficiently disseminate her knowledge of the housing finance spectrum to a broad range of developers, including start-ups.
Her past experience includes designing new affordable housing and community planning programs at Greater Minnesota Housing Fund (GMHF). At Mercy Housing in Seattle, WA, she was responsible for overseeing the development of affordable housing projects. In her previous role as Housing Finance Coordinator for the Dakota County Community Development Agency (CDA), Heidi oversaw public financing functions including the sub allocation of low-income housing tax credits and issuance of tax-exempt bonds in addition to securing and closing on the financing for the CDA’s affordable housing developments.
Heidi has a BA in Business Administration (1996) and a MA in Urban Studies (1999)
Recent Projects:
- Acting Consultant for Twin Cities LISC on the creation of an East University Avenue Action Plan, part of the Central Corridor LRT planning.
- Evergreen House: $4.1m request to Minnesota Housing Finance Agency and Federal Home Loan Bank for capital and operating support for a 20-unit permanent supportive housing development for homeless youth in Bemidji (pending).
- Met Council Livable Communities Demonstration Account (LCDA): $1.5m request to LCDA request to Met Council for two transit-oriented, affordable housing in-fill developments in the metropolitan area (pending).
- Closed on $1.5m in Federal Tax-Credit Assistance Program (TCAP) stimulus funds.
Highlighted Accomplishments:
- Secured over $12M in financing for the acquisition, environmental clean-up, demolition, and construction of a mixed-use development at 28th and Lyndale in Minneapolis, which is slated to begin construction in fall 2010.
- Secured and closed on $2.5M in permanent capital, operating and service funds for two housing developments serving homeless ex-offenders.
- Developed a "toolkit" of resources and checklists to successfully transition a non-profit organization from the development stages of supportive housing projects to operations and service delivery.
- Worked with numerous non-profit organizations to build organizational capacity, define project concepts, target populations, support service delivery plans, ownership structures and overall financing framework for their upcoming projects.
